Gameplay-wise, Asuka 120% Excellent is basically the same game as Asuka 120% Special released the year prior. The characters roster also remains the same, though this game makes Shinobu, who was a secret character in Special, available from the start. This game also brings back the visual novel style story mode from the FM Towns Excellent, which was expanded to include the new characters introduced since then as well as more NPCs.
